We are experiencing a similar situation where the PCIe switch doesn't always work after a power cycle or reset. The switch isn't "visible" to the Root Complex. During a power cycle GRSTn is de-asserted before UP_PERSTn. If the switch is working properly a software reset can be initiated and after restart the switch doesn't work anymore. A software reset only pulls UP_PERSTn low.
Based on previous comments/suggestions from TI, has it been confirmed that GRSTn and UP_PERSTn MUST to be hooked together? Could you please provide me with more detailed information?
