What is the reason for the 4k7 resistors on balls C4 and P1? Can those two balls directly be connected to GND?

Roger,

The 4.7K resistors on C4 and P1 are placed to limit the current flowing out of the pins. The resistors can be removed if necessary and C4 and P01 can be connected directly to GND.

Under which circumstances are the 4k7 resistors needed or not?

Roger,

There are no specifics on when the resistor are needed or not, what matters is that C4 and P1 are connected to ground.
