DP83822EVM: Communicating with MDIO using the MSP430G2XXX

I am simply trying to communicate from the launchpad over USB to MDIO. I've searched the internet and read through the manuals for the launchpad, the DP83822EVM, and the USB 2 MDIO software. We are unable to connect to the PHY on the EVM from launchpad. 

The flash signifier LEDs on launchpad are solid, and it has been flashed. The MDIO levels are at 0 volts when not connecting to EVM (this leads me to either an initialization issue or there are simply just not any MDC/MDIO pull ups on daughter board to stay within spec). Once connecting to the MDC/MDIO pins on the EVM, the voltage levels are pulled to 3.3, which is expected. 

When I plug in the launchpad to the computer without the EVM connected to the launchpad, the device manager shows TWO comm ports pop up (in user guide it only shows one for launchpad). Is this an issue? When debugging we always try both com ports in the software, and this is quite the nuisance. Which one do we need to connect to? The debug one or the other one? 

The extended registers are left on, baud rate at default 9600, and then once port is open, try find phy tool. It runs through trying to connect to all PHYs but can't find any to connect to....

Please help! What am I missing, what do I need to do? Are my jumpers in proper location? setup pic below. 

I've tried external PS (5V) to the turrets and just the USB to power the EVM. Neither produce fruitful results when trying to connect to the phy from the launchpad, but both show link, leds, 3.3V on mdio lines, etc.
