DP83867E: Reading BMCR bit 11

Hi team,

I would like to use BMCR bit11 Power Down to check if the device is out of reset state.

Question : Can I read out BMCR bit11 = 1 when RESET=Low?

Or if Reset_N=Low, you cannot access any internal register?
