The main difference between the PCA9517 and TCA9517 is the PCA9517 has bugs.
Section 8.2.1 discusses the clock stretching errata
Section 8.2.2 discusses load dependent undershoot errata
Section 8.2.3 discusses Noise susceptibility errata
Section 8.2.4 discusses load susceptibility errata
TCA9517 fixes those issues which is why PCA9517 is not recommended for new design.
On a silicon level, they are completely different devices.

Besides all of the errata I mentioned above about PCA9517, TCA9617B (Version A has an issue with powered off high impedance) supports 1MHz. The FETs are larger to support higher IoL sinking capabilities (up to 30mA). It has fall time accelerators and B side has a ViL of 0.4V. I believe VccB also has a lower minimum. Lastly the ESD structures are different.
