    There is no pin namd "VCORE".

    Assume that current flows through the 200 kΩ resistor to the lowest input voltage; with 5 V to ground, this would be 25 μA. And there is the input leakage current (less than 5 μA).

    Otherwise, there is no power consumption in the PCA3906. For practical purposes, the power consumption is entirely determined by the currents through the pull-up resistors (which also flow through the switches).
