PCA9306: PCA9306DCUR not working as expected

Hi,
We are using PCA9306DCUR in our design. We are not able to communicate to EEPROM via I2C properly, only one side communication is happening from VREF1 side to VREF2 side other way it is not working.

VREF1 = 1.8V
VREF2 = 3.3V through 196K

Pull up for clock and data on VREF1 side both 1K
Pull up for clock and data on VREF2 side both 1K

Please help us to solve the issue.
