Is it safe to operate the DS16F95QML with no Vcc applied yet 3volt logic applied to the receiver inputs

    This condition will not harm the device.
    This can be seen from the absolute max ratings table.
    Input Voltage for Bus terminal is listed as +15V/-10V. If there was conditional to VCC, it would be listed here.

    For example, many devices have ESD structures on inputs and outputs to VCC and GND. In these cases, the limit would be something like -0.5V to VCC +0.3V.
