DP83TC811R-Q1: Boundary Scan support

The customer is currently working on setting up a Boundary Scan chain which has the DP83TC811 in it.
 
In the chain there are 2x DP83TC811 parts, which are connected through their  JTAG Interface. They do use the provided BSDL File, and did assume to use this for the Boundary Scan. During the setup they ran into following problem.

The  Bypass Register is accessible without problems. They do see the  0'-Bit and a Testbyte is received which was sent by their test hardware. but there are errors if they want to load a new instruction. First I don't receive the expected value from the  BSL File. Furthermore I don't get a 8-Bit answer -> instead  9bits . Our test byte seems to be shifted accordingly by one bit on our test bus.
 
Is there a generic requirement we need to meet we are not aware of to activate the Boundary Scan Mode? Is there a different/newer BSDL file I should use?
