If the SER is 913/933, there's no restriction in RAW 12 LF and HF mode. In RAW 10 mode, HS/VS is restricted to no more than one transition per 10 PCLK cycles. This limits your blanking time to have a minimum of 10 PCLK cycle.

10 PCLK minimum is required for both horizontal and vertical blanking. they could have more than 10 PCLK blanking.

In RAW 12 modes, HS/VS is passed as raw data. So HS/VS can have arbitrary transitions.
In RAW 10 mode, HS/VS is encoded. HS/VS need a minimum transition period for our SERDES to decode the data.
