On this page I cannot download the tool, only the SigCon Architect: Installation and Starter’s Guide (Rev. A):

You are on the correct page. Just above the Installation and Starter's Guide is a table of free downloads.

It seems that I have a browser problem, as I don't see anything below the 'Order Now' headline.
But I tried with my mobile phone browser and I see all the downloads.
