Is there recommended ESD protection IC for reduce GND bounce?

By the way, interface is Ethernet,

ESD source ⇒ Connector chassis ⇒ GND

(Chassis is single phase and 2-line)

We recommend to put ESD protection on the secondary side of the transformer on the actual signal line shunted to ground.
