When I say that the DP83848I is not working, I mean that it cannot communicate over MDIO-MDC. We do not even connect the device to the Ethernet yet, because it is a separate issue. We checked Ethernet earlier - it works. But now the main problem is that until the DP83848I is launched, the processor PIC32MZ does not perform the following actions and trying to connect with DP83848I - at negative temperatures it lasts too long. Please, see the attach "Circuit" and "Elements".
