Is it possible to design a solution that can deliver both CAN bus signals and power over a single wire pair?

It's a good idea, which has been explored by the people. For example, can-newsletter.org/.../d971c4b1370002690b00168c5da040f3.pdf. The good news is CAN signal is DC balanced, but you may still need to add modulation due to the long dominant bits.

Unfortunately we don't have a reference design in TI yet. If you can generate DC balanced signal like by Manchester code, you might borrow the network design from the second link you found. Another app note shows the system level simulation of RS-485 powerline communication that may interest you as well. There are many ways to do modulation. One idea is to use SN65HVD62 (OOK). Or you could make a simple relaxation oscillator yourself. I'm sorry I don't have a complete solution. Please let me know if you have more questions.
