Hi Wilson,
As Brian mentioned, there is no single-chip solution for HDMI-ARC to USB or analog signal conversion.

If 2-chip solution works, you can consider PCM9211 which can support HDMI-ARC to I2S conversion and you can feed this to an USB codec to get the USB or analog output.
