DP83822H: Table 1 IO Pins State During Reset Strap Pin definition

Table 1 in revision D of the datasheet for pins RX_D0 through RX_D3 appear to be incorrectly labled as having pull-ups during reset. The pin description indicates these strap pins have internal pull-downs. The note in section 8.5.1 indicates these pins are pulled down internally as well.
