TUSB9261: Does the TUSB9261 work as a USB device if no SATA device is connected?

Part Number: TUSB9261

(1) My design needs to implement the following features, when no SATA device is connected, the TUSB9261 can connect the USB host (such as a PC), and indicate the USB connection speed (HS or SS) by the LEDs (GPIO6/7).

Can the TUSB9261 do this? (Not TUSB9261-Q1)

(2) When we want to connect the TUSB9261 to the PC at super-speed, can we disconnect the DP and DM in the USB cable?
