PCIe is inherently a 1:1 serial link. There are active protocol aware switches which can be used to manipulate and distribute the PCIe topology. TI does not make this type of component. Passive switches like the HD3SS3412A are used on PCIe to provide a passive mechanism to switch between 1:1 PCIe connections. Only one connection is possible at a time.
Are you asking to have a 1 lane PCIe link go to 4 different locations at the same time?

How fast will this application need to work Gen1? Gen2 or Gen3?
It would be possible to cascade several switches together if the channel is short enough to handle the additional losses associated with the passive switch.

I don't have a reference circuit, but at Gen1 there should not be a performance or bandwidth issue. You will need 3x 2:1 switches to make a 4:1 switch in each direction.
Here is a basic picture of the interface for a PCIe 1x-lane 2.5 Gbps solution. Only one path could be selected at a time and the solution would not be dynamic, it would need to be configured with SELECT logic at power-up and held constant. For this type of application each mux would need independent SEL control like the HD3SS3411.
