Does the DP83848-EP require termination resistors on the MII pins, like the DP83848YB? Also, is there a unique DP83848-EP IBIS model?

Yes, the same note should apply.
We are currently updating this datasheet, and the note will be added.

The IBIS model for the catalog extreme temp version (DP83848YB) should be used to represent the EP device.
