Thanks for your prompt response! The self-powered device is a USB to UART bridge, and I was asking if the VBUS pin of the USB to UART bridge needs to be connected to the +5V VBUS connected to a host. Or, Do I need to connect the VBUS pin to the VCC of TUSB2046BVFR?

The self-powered USB to URT bridge is one of the devices to TUSB2046. So, it will use one of the four downstream ports.
