Is such usage supposed on the TUSB4020BI?

Yes, you're correct.
Then, they are considering to VBUS as power supply.
I'm minding VBUS detection by USB_VBUS pin goes wrong.

Hi,
TUSB4020BI does not enhance the host ability to transmit data. If you need to enhance the length between USB Host and TUSB4020BI using a USB 2.0 re-driver like TUSB212 or TUSB217 is necessary.
TUSB4020BI has two power rails at 3.3V and 1.1V and Vbus is a single voltage at 5 V, typically TUSB4020BI is used with an external supply as Vbus in USB 2.0 only application cannot supply the required current.
