Linux/TPS65987D: Is this boot mode pin strapping correct?

Hi TI,

I am using TPS65987D in our device. I want it to work as UFP only. Our system does not have battery inside, which means power source is USB and TPS65987D will work on dead battery mode.

Right now I connected SPI_MISO to ground and set ADCIN1 as 0.43V. The external SPI flash is empty and I2C cannot read when TPS65987D is up because there is no battery.

But in this set up, there is only 0.4V on the PP_HV pin. I measured the CC pin, it is 1.6V when I connected to a type C charger, which is what I expected. LDO_3V3 also has 3.3V output.

Do you know why it happened? Is the setup of boot strapping wrong?
