When the TUSB9261 is powered off (3.3V / 1.1V) and the 35/36 pin (USB_DP / USB_DM) is connected to a powered-on host, is there any problem with the pin rating of the device?

TUSB9261 should be okay in this case as the USB Host should go into Idle mode.
