Hey Frank,
Typically the TCA4311A is a device used to insure a hot insertion event and thus sits on the daughter card not the back plane side. Is the customer using the device for hot insertion or is this a different application?
One approach you could use is have the device disabled until you insert the daughter card, then enable the device after the card is inserted.
