DP83822H: When would TXEN pin on phy respond to input signal from rj45 and transformer?

Hi

I was trying to transmit signal packet from NIC to iceAMIC110 evm with two dp83822h. The evm is running as an EtherCAT slave device. Signal from TXEN pin was measured with an oscilloscope.

TXEN could only respond with pulling up when the network is transmitting EtherCAT protocol. For other ethernet signals, the input from rj45 and transformer did not lead to a pullup on TXEN. I suppose this pin could only be pulled up when communication is successfully established. Am I correct?
