In your datasheet describe the power consumption of 1000M media converter is about 495mW.
But in my PCBA it is about 1.2W (without SFP module/MCU...), do I need to do any register setting?

The values in the DS are typical values. Are you driving LEDs, operating at high temp, operating with high supply voltage?
Are you driving high loads on any of the IO lines? Using external pull resistors?
All of those can contribute to higher leakage.

VDD1P0: 1v2
VDDA2P5: 2v5
VDDA1P8: internal power suppoly
LED: only uses LED2
Media conversion: 1000Mbps
That is all, but the power consumption still keep on 1.2W.
Is it normal?

When you power the PHY down into IEEE power down mode, what is the power at?

Thank you for the data point and the schematic.
Please probe all the bootstrap resistors to see if the values are what you expect.
Also, please probe the LED network to see if you have a short and also probe RBIAS.
Can you confirm that FB2 is not stuffed when doing the measurements?
