Hard reset will initiate power negotiation in USB PD.
1. Would it cause brownout if used in battery-less solution.
2. Could HR be bypass in the firmware? What would be the risks?

Hi Kay,
There should not be a Hard Reset during a successful PD negotiation. A Hard Reset would occur under an error condition. When a Hard Reset does occur, there will be a disconnect on the Type-C Port. If the device is bus-powered, then it would temporarily lose VBUS until a renegotiation occurs.
