may I have you to check the electrical spec. listed in my.ti.com (http://www.ti.com/lit/ds/symlink/ds90uh948-q1.pdf) page12?
the typical rating current for VDD12 is ~169mA and VDD33 is ~168mA and the maximum current is ~220mA for both rails when PCLK is 170MHz. VDDIO has small power comsuption compared with VDD12/VDD33.

sorry we don't have each pin power current spec.
pls see TI's d/s in page93/94, in our recommendation, all VDD33, VDD12 and VDDIO pins are connected together separately, so we have total current spec. in 3.3V, 1.2V and VDDIO respectively.

If this current just is existing for short time, it does not break the device. but it is not recommended that the 20ma current is flowing into UB948 continuously.

In our d/s, it is recommended to have no persistent over-spec. application. If it only has ~us level such as ESD etc., it doesn't impact the device reliability due to internal protection circuit. For your case, it only has ~10ns level and low current 25mA (<shorted current), it is safe enough.
