1. What is the intended application? 

2. Do you have AC coupling caps? 

3. Please refer to table 1 of the HD3SS460 datasheet, are you driving POL, AMSEL, and USB_MUX_EN signal? 

4. How does the SBU1/2 being connected in your design?
