THVD1450: VCC and Absolute max for bus voltage

Hello,

I have a question for VCC and absolute max relationship of THVD1450 and SN65HVD3088E.

Both SN65HVD3088E and THVD1450 specify certain absolute voltage range that does NOT depend on VCC voltage for Bus Voltage(A,B,Y and Z) absolute max.
It is -9 - +10V for 3088E and it is -18 - +18v for THVD1450.

Does it mean both devices are not damaged with bus voltage being within this range even if VCC is not powered?
