The description of XI is described as for RMII reference clock.
Is there no need for XI input if you do not have RMII access?
If I pull the PWDN pin low, can I shut off the clock input to XI?

XI and XO pins provides Clock to DP83822 PHY. If PHY is used in RMII Master, MII or RGMII, these pins needs to be fed 25 MHz clock from external XTAL or Oscillator. For RMII Slave Mode, XI pins needs to be fed with 50 MHz clock input.
During PWDN, clock is needed as MDIO/MDC access is allowed to host.
