It doesn't have to be connected to GND if another electrical return path isn't necessary. However, it is typically connected to the electrical GND because on most PCB, the GND net is the largest copper pour. This helps keep heat off of the IC and dissipate the thermal energy through the GND net as opposed to significantly rising the temperature of the SBC.
If the thermal pad is left floating, the device will still function properly, but it will heat up much faster, especially when consuming power from the integrated VCC output. If significant current consumption is expected from VCC, it is recommended that the thermal pad have a strong, secure connection to the GND net of the PCB.
