TUSB320: CC output failing.

I suspect ESD may be the root cause of this failure. Normally, I measure a 14.8Hz 5V peak square wave from the CC1 output. Why is this signal active? When we have a USB failure, the CC1 signal is steady state. Replacing the TUSB320 resolves the issue and the square wave is active again. Should the CC1 signal only be active after a connection is detected via the ID pin? If so, is this function user programmable?
