DP83822H: Does MDC pin have internal pull-up/pull-down?

Is there an internal pull-up (PU) or pull-down (PD) on the MDC pin?
The datasheet has two different statements regarding this, see below.

Hi,

There is a note right under Table 1 on page 8, stating the PD is only active during power-up. See below:

------------------------------------------------------------------------------------------------------------

(1) Pull-down present only during power-up. For any subsequent reset pin is HiZ.

The footnote only affects LED_1.

So for MDC that means the internal PD is only active during reset?
