TUSB2046B: Power Surge Message and no fail to communicate with MCU

I use the TUSB2046B chip in my USB hub design. Please see the attached schematic. Please note that I have added two 15k resistors on the DM3 & DP3 lines, they were missing from the design.

When I connect the Upstream port to the PC, I get Power Surge error message. USB devices like optical mouse and keyboard connected to the downstream port works fine (get recognised by PC and I can use them to control my PC). However, the MCU on the board, which communicate through the USB hub chip, fails to communicate.

Could you please  check the schematic and help me find what is going wrong?
