The TUSB211 is a USB High-Speed (HS) signal conditioner, so it will only compensate HS signals while bypass the LS/FS signal.
Please consider other TUSB21x depending on the system application, you can find more info in this app note:

Because the customer is facing below situation, What can be the reason?

When taking the eye-diagrams, the device detects the termination of the test fixture to scope which is uniquely different from a host or device. This is needed to enable the high-speed boosting for testing.
The proper USB compliance procedure needs to be followed, and it is documented in section 5 of the app note I sent to you in my previous response.
