I have a ULPI interface but with only 4 data lanes available rather than 8, is it possible to use this device so that it's configured to only use 4 data lanes rather than all 8? If show, how can that be done? Thanks

If you mean a 4-bit synchronous/parallel mode, then, no. It doesn’t support that mode where data toggles on both clock edges to get a byte of data within one clock period.
