I don't have the history to know why the change was made for this specific product family, but I can tell you in general that it is beneficial to have some options available for lower trigger thresholds. In the case of an application that only sporadically receives data, this allows the processor to detect the word reception sooner (rather than waiting for the FIFO to accumulate more data or for a timeout to occur).
