TUSB1064: GPIO control timing requirement

Hi,

Originally customer is using their PD controller to control TUSB1064 under GPIO mode.  Since there's some issue with their PD controller now, they need to manually control all related signals by adding wires.  So the question is, is there any specific timing requirement to control related signals such as the figure quoted from datasheet below?  Is there any simple guide for customer so that they can still verify their type-c port function when PD controller is not working?  Is it true as long as they connect related signals (FLIP, CTL0, CTL1,....) to desired level in advance before the type-c device is plugged in?
