DP83TC811S-Q1: Resistance value

For the resistances, you can use any resistor value so long that you are within the electrical characteristics as outlined in the DS.

You can use a strong resistor like a 2.1k or weaker ones like 9k. However, you do need to account for any internal pin resistance as both the PHY and where it is being connected to.
