HI Michael,
Do you have access to the latest TPS65983B Application Configuration Tool? If not you will need to apply using the link from the Product Folder.
The TPS65983B is constrained to follow Intel Thunderbolt Reference designs and these constraints are defined in the Application Configuration Tool. You may use the Tool is modify allowed Source and Sink capabilities. These settings will define how the PD Controller offers and accepts PD Power Contracts.

First I want to check that you are using TPS65983B in an Intel Thunderbolt reference design. If this is not such a design, then you should switch to a different device, such as TPS65987D, that is not constrained to Thunderbolt reference designs.
Next, make sure you are using the Application Configuration tool specifically made for the TPS65983B. It can be found in the Secure Software folder after you obtain access. There are other versions of the Tool for parts other than the '83B.
The Tool will generate configured Firmware for the '83B. If this is a Thunderbolt reference design, the Firmware may need to be merged into the system firmware and then flashed or downloaded.
Also you will want to check the Firmware Users's guide on the TPS65983B Secure Software folder.

I found the TPS6598X configuration tool and clicked the "Get Software". The page then shows it is not available anymore.

Hi Michael,
The tools for TPS65983B are separate from other PD Controller tools. I show you as having access to the correct design folder. Please try this and let me know if it works.
1. Go to www.ti.com
2. Check in the upper right for your login. Login with your email and password if you are not already.
3. Access the link for myTI.
4. Under the heading My Activity, look for a link to mySecure Software. This link should take you to the TPS65983 Design Resources. It should look something like this:

No, there are no TPS65983B Evaluation boards available on ti.com.
It is assumed that the TPS65983B device will be placed on one of the supported Thunderbolt reference designs and that the USB PD portion of the reference design will be implemented exactly as specified.
Other TI USB PD controllers do have eval boards available for purchase. Some examples are the TPS65982-EVM and TPS65987EVM.

Yes, Intel has Thunderbolt reference designs for the TPS65987D and TPS65988. You will want to request special access to additional design resources from the TPS65987DDJ product folder.
A headline difference is the addition of support for 5A on the internal power path. I am happy to answer questions but cannot support a direct call. Are you in touch with local TI support?
