DP83TC811R-Q1: Glitches in clock while recovering it from data.

I am not clear on your query. MDIO (Serial Managment Interface) is used to read/write PHY registers. To operate this interface, External entity has to fed the clock over MDC clock.

I am not sure how you are able to recover clock from this interface ?

Is there any circuit to recover the clock from PAM3 signal?

You can connect DP838TC811. It offers Clock out pin which provides recovered clock.

Can you please confirm, this clock out is synced with external PAM3 signal?

We are sampling PAM3 signal with an ADC, for getting the correct samples we need to give a clock synced with PAM3.

So, we are planning to get that clock from that PAM3 signal itself.

Recovered Clock means recovered from RGMII clock or SMI clock.

Data lines belong to MDI ( TRD_P and TRD_P).
