SN75DP130: Main Link not operating correctly

We are facing issues with main link channel of  SN75DP130 ( Display port redriver) . We see differential inputs reaching inputs  IN0p and IN0n in oscilloscope, but no outputs seen in OUT0p and OUT0n. Please help us with possible causes that can contribute to this issue? We are verifying the powerup sequence, but we see something  strange  in datasheet.Per Figure 9.2, VCC is input to internal voltage converter and VDDD(Vcore)  is the output . But when we refer power-up sequence ( Section 11.1.1), it is indicated that Vddd must be asserted first before Vcc is applied. It is not clear how Vddd can be applied which is actually a output from the device. Please clarify on this too.
