Having Figure 15 of the doc in the link:

May I know why is the pin UFP from TPS25810 connected to OEn with a pull-up?

Isn't OEn for HD3SS3212 low active?

I got USB3 working pulling down OEn, pulling up SEL, and providing VBUS externally, removing TPS25810 from the picture.

OE pin should be low for normal operation for HD3SS3212.

Do you confirm then, Figure 15 of TPS25810's datasheet has an error, and it should be addressed, or am I interpreting the circuit incorrectly?

yes, I confirmed for HD3SS3212. Pls submit another ticket just for TPS25810 and it will go to another product line and tell them there is a error in their datasheet.
