DP83869EVM: Do I need to download and install the USB-2 MDIO software and download the MSP430 Driver for my operation?

Hi :

I need to use the DP83869EVM to test out my Xilinx ZCU102 eval board  via RGMII to the PHY chip. I am wondering do I need to download any USB-2_MDIO software and MSP430 Driver ? My belief is that I can just hook up my MDIO and MDC to J15 and my RGMII interface from my ZCU102 to the semtac header, then turn on the board and it should work. My Xilinx terminal told me that PHY is not detected
