In the TPS65987D datasheet, the C_USB pins are listed as GPIO18 and 19 as well. Does that mean these pins can be configured as regular GPIOs? How is that done?

Yes, these pins can be configured as GPIOs using the TPS6598x Application Customization GUI tool.

Does anything need to be done other than setting the Mapped Event in the I/O config tab of the tool?

Other than configuring the mapped event, the BC1.2 support in the Port Control register (0x29) should also be set to disabled.
