The correct setting for PCIe Gen3 applications is "Float".
FLOAT = AUTO Rate Select of Gen1/2 and Gen3 with de-emphasis

The RATE pin should be set to "Float".
Table 3. Sets the output amplitude and de-emphasis. In most PCIe applications a setting of "Level 4" in Table 3 will work well.
This setting gives enough amplitude for the PCI800 to be transparent to most incoming Tx FIR waveform information.

Additional information: Since system PCIe Tx's will already add Tx equalization to the signal, the redriver usually does not need to add any additional Tx equalization. It will only use its input CTLE (Rx equalization) to help restore and redrive the original signal.
