The problem is that if you want to connect from b to c,

you should not set DX_SEL high immediately, but connect 5 seconds low to high

Do you have scope capture that shows the issue you are facing?

tSWITCH_OVER which is the time to switch between ports when DX_SEL or AUX_SEL state is changed for Data, AUX, DDC signals, typ is 0.7uS and max is 1uS.
