1. Can this be used for SATA 6gb/s
2. When routing the diff pairs, I see they can be routed under the NC pins. Can the NC pins tie to the signal in the PCB route or (only to ground or float). Wasn't very clear

Yes this will work for 6Gbps signals.
Yes you can route the signal trace through the NC pin on the other side of the package.

just to be more clear. Can the NC pin touch the trace through a via or they must be left unconnected. The diff pairs will go under the NC pins but it wasn't clear if they can be soldered or no. I have seen some designs done that way. I wasn't sure if that is correct or wrong.

Please refer to figure 21 and figure 25 of the datasheet. The trace can go through pin 1 to pin 10 as displayed in the datasheet.
