PCA9543A: downstream port don't fall low

Hello.

I designed using TCA9543A, But It isn't not work.

Upstream port is 1.8V bus.

Downstream port is 3.3V bus.

VCC connected first 3.3V, now wired to 1.8V.
(I follow Figure 16, But It should not work that Vpass voltage problem)

Other Upsteam port device is work well.

When I write TCA9543A, I can get ACK and I can read I wrote.

But downstream is not work.

I think I send I2C_START after channel enable, downstream will SCL, SDA is hold low.

But It isn't. downstream is always hold high.

I assumed wrong pull-up res., So I changed  1K, 2.2K, 3.9K, 10K. But still high.

If you have some idea, please reply.
